The First Forum of Sun Yat-sen University Institute for Free Trade Zone Research held at SYSU

On January 31, 2015, the First Forum of Sun Yat-sen University Institute for Free Trade Zone Research was held in Swasey Hall of Sun Yat-sen University (SYSU). The theme of the forum is “the establishment of Guangdong Free Trade Zone and the trade liberalization of Guangdong, Hong Kong and Macao”. Through keynote speeches and discussion sessions, the forum strengthened communication and dialogue between the participants.

Pei Changhong, Director of the Institute of Economics of the Chinese Academy of Social Sciences; Xiao Jincheng, Director of the Research Institute of Territorial Development and Regional Economics of the National Development and Reform Commission; LI Guanghui, Vice President of the Chinese Academy of International Trade and Economic Cooperation; Pansy Yau, Deputy Director of Research of Hong Kong Trade Development Council; Professor Sung Yun Wing from The Chinese University of Hong Kong; Professor Liu Binglian from Nankai University; Prof. Zheng Detao, Party Secretary of SYSU; Prof. Li Shanmin, Vice President of SYSU and Director of Sun Yat-sen University Institute for Free Trade Zone Research; renowned scholars from SYSU; and representatives from relevant government departments of Guangdong province, news media, universities and enterprises, a total of more than 200 people participated in the forum.

In the welcome speech, Prof. Zheng Detao said that Sun Yat-sen University Institute for Free Trade Zone Research is based on the development requirement of the new think tank and the construction requirement of Guangdong Free Trade Zone. It aims at centering round the close cooperation between Guangdong, Hong Kong and Macao, deepening the Pan Pearl River Delta cooperation, deepening the cooperation with ASEAN and FTAAP, and discussing the theoretical and practical issues of building the 21st Century Maritime Silk Road. With constructing institutional and policy systems which are in line with the high-standard international investment and trade rules as its major research objective, and promoting the collaborative innovation research between mainland China, Hong Kong and Macao as its characteristics, the Institute will create a convergence of various types of high-end research resources, build an open research platform for the FTA theory research, countermeasure research and prospective study, and construct a comprehensive interdisciplinary, cross-regional, cross-professional international research institution eventually, to provide high level intellectual support for a new round of reform in Guangdong province and even the whole country.

Prof. Li Shanmin chaired the opening ceremony and the keynote speech session. Experts and scholars discussed topics such as the negative list management of Free Trade Zone, trade facilitation, accelerating the process of financial liberalization and the transformation of government functions. They also gave valuable advice on how to accelerate the implementation of the free trade zone strategy, give full play to the role of the free trade zone in promoting trade and investment, and push forward China’s new round of economic growth in the new normal.

In the afternoon, Prof. Lin Jiang and Prof. Mao Yanhua, the deputy directors of the Institute, chaired the discussion sessions respectively. The representatives had in-depth discussions on the integration and development of Guangdong, Hong Kong and Macao under the free trade background. They believed that by deepening the reform of administrative approval and supervision system, promoting the RMB internationalization and financial system innovation, and speeding up the in-depth cooperation of service industry between Guangdong and Hong Kong, the Guangdong Free Trade Zone will play an important role in establishing the Greater Pearl River Delta as a leading logistics and trade center in Asia and the world a well as a financial center in the RMB internationalization process, and consolidating the status of the Greater Pearl River Delta as a door of China to the world as well as the headquarters and management center of the enterprises "going out and bringing in".

Before the forum, the appointment ceremony and the first plenary meeting of the Expert Advisory Committee of Sun Yat-sen University Institute for Free Trade Zone Research was held in K.K. Leung Hall of SYSU. A group of experts, who have international vision and are familiar with the theory and practice of domestic and foreign free trade zones, were appointed as members of the Expert Advisory Committee. Pei Changhong was elected as Chairman of the Expert Advisory Committee. As an advisory body to the Institute, the Expert Advisory Committee will put forward suggestions on the strategic planning, development direction and sustainable development of the Institute.
