... On the cultivation of legislation talents, Xu Ningsheng, Academician of the Chinese Academy of Sciences and President of Sun Yat-sen University, has something to say.

"In Sun Yat-sen University Guangdong Local Legislation Research Evaluation and Consultation Service Base, there are 17 standing members who have excellent expertise, extensive experience in lawmaking and multidisciplinary background including law, political science, management, sociology, environmental science and anthropology.” Xu Ningsheng, a deputy to the National People’s Congress, knows very well the university’s strengths.

Since its establishment last May, the Base has handed in such an achievement record: completed 2 legislation projects, submitted 12 revision proposals and 5 pre-legislative evaluation reports on draft regulations... However, they didn’t rest on their laurels, but instead they dare to be a trailblazer and explore actively.

"We have decided to enroll PhD students in legislative science this autumn. They will be a new force to directly participate in the legislative work of Guangdong Provincial People’s Congress. We also plan to strengthen master’s program in legislative science and add relevant courses to the undergraduate program to form a multilevel talent cultivation system,” said NPC deputy Xu Ningsheng.

In addition, on-the-job training of local legislation talents is also placed on the agenda, and an advanced seminar on local legislation has been planned and will start enrollment soon.

"Legislative science is both theoretical and applicable, and plays an important part in promoting the rule of law. At present, according to the economic and social development in various regions, there is an urgent demand for local legislation talents. Therefore, enhancing cultivation of legislation talents and developing legislative science is a new project and also a key project,” said NPC deputy Xu Ningsheng.
