On the day of Dec. 24^th, the Financial Development Plan for Dongguan (2009-2020) (followed referred to as Planning) -compiled by Prof LU Jun from the Lingnan College of SYSU, was released at the news conference, Leng Xiaoming, Standing deputy-mayor of Dongguan, claimed that, the release of the planning marked that the financial industry of Dongguan had entered a new stage, as would fully enhance the strategic position of the financial sector of Dongguan and was of significance to boost the restructure and upgrading of the industry.

Dongguan Municipal Government had an idea of compiling the planning since 2007, as through the financial development it was helpful for the restructure and upgrading of the industry of Dongguan. In the year of 2008, the leader group, headed by Leng Xiaoming, Member of Standing Committee and Standing deputy-mayor of Dongguan, founded the drafting group for the planning with the relevant departments and experts. Meanwhile Prof Lu Jun, Dean of the Department of Finance of LingnanCollege, was invited as the leader of the working group, and started compiling the planning from then on.

During the period of compiling the planning, the research group attentively listened to the suggestions from relevant departments and experts from provinces and had held a total of 8 seminars in regards to the compiling work and repeatedly modified and integrated the draft and exposure draft. Through the analysis of the challenge faced by Dongguan under the background of the global economic crisis and the spirit of Pearl River Delta Region Reform and Development Plan (2008-2020), the group had revised the planning comprehensively and promoted the final planning.
